It's true that bicycles (in California) are "devices" rather than vehicles. But at the same time, 21200 says "A person riding a bicycle or operating a pedicab upon a highway has all the rights and is subject to all the provisions applicable to the driver of a vehicle..." So if a sign says "no vehicles", is that "applicable" here? That's the ambiguity. I suspect what they really mean is no *motor* vehicles.
