If the sign says that the roads is closed to “vehicles”, but doesn’t mention bicycles, it’s open to bicycles. Because bicycles aren’t vehicles in California.

That was the original question being asked.

That said, the sign could be wrong. I haven’t read the text of the actual ordinance for the road closure.

This is why municipalities have to explicitly forbid sidewalk riding by ordinance. CVC 21663 does not apply to bicycles.
