I think there's a drafting error in the bill. Here's the bill text:

22450.
 (a) The driver of any vehicle vehicle, except a bicycle or electric bicycle, approaching a stop sign at the entrance to, or within, an intersection shall stop at a limit line, if marked, otherwise before entering the crosswalk on the near side of the intersection.
If there is no limit line or crosswalk, the driver shall stop at the entrance to the intersecting roadway.
(b) The driver of a vehicle approaching a stop sign at a railroad grade crossing shall stop at a limit line, if marked, otherwise before crossing the first track or entrance to the railroad grade crossing.
(c) A person riding a bicycle, including an electric bicycle, approaching a stop sign at the entrance to, or within, an intersection shall yield the right-of-way to any vehicles that have stopped at the entrance of the intersection, have entered the intersection, or that are approaching on the intersecting highway close enough to constitute an immediate hazard, and shall continue to yield the right-of-way to those vehicles until reasonably safe to proceed.

(c)

(d) Notwithstanding any other provision of law, a local authority may adopt rules and regulations by ordinance or resolution providing for the placement of a stop sign at any location on a highway under its jurisdiction where the stop sign would enhance traffic safety.
I think the new section 22450(c) is a problem. As written, a cyclist at a 4-way stop would have to yield to ALL cross traffic. 

I think the fix is simple. Just remove the new 22450(c). All we need is this:

22450.
 (a) The driver of any vehicle vehicle, except a bicycle or electric bicycle, approaching a stop sign [...]

Yielding is already covered in CHAPTER 4. Right-of-Way [21800 - 21809] so it's not needed in 22450.

Bicycle-Related Legislation in California


Assembly Bill 122 will soon be read by the Transportation Committee in the California State Assembly. The bill will legalize the Safety Stop for bicyclists, allowing cyclists moving at a slow speed to treat certain stop signs as a yield in some situations. Supporters of the bill should send letters of support directly to the Chair of the Committee on Transportation, Assemblymember Laura Friedman.
